Share the invite code
Each person installs the app and enters your code. Codes expire and can be revoked, so an old message cannot be used to join later.

Everyone turns on sharing
Each member grants location permission themselves and can pause any time. That is the only way anyone appears on the map.
There is no silent mode, and that is the point.
